Our
membership consists of range from entrepreneurs and business people to
professionals from the legal, finance and medical professions. We
strive to grow our membership with responsible and safe people, who are
like-minded in the discipline and safe enjoyment of firearms and the
shooting sports. We have a strong view on those with unsafe and
irresponsible behavior and our ethics and discipline sub-committee
ensures that the rules and regulations of the ranges are kept at all
times for safety and orders sake.
You may choose to shoot recreationally (aka just for fun) or you may
choose to participate in the formal competition, either way you are
very welcome to join us as long as you keep the 4 basic rules of
firearm safety namely:

We have
never ever had a safety incident at the Singapore Rifle Association and
fully intend to keep it that way. Be aware that club safety officers
and staff must be obeyed instantly at all times especially on issues of
range and personal safety and behavior. The ranges are shared by
everyone and it is every member's duty to be considerate to others who
share the same facilities.

Range Rule:
The
NSC is designated as a Centre of Excellence by the Singapore Sports
Council, and is leased to the Singapore Shooting Association by the SSC.
Applicability
The NSC Standing Orders applies to all those
persons in the NSC. Specific conditions for each range are set out in:-
Annex
A - NSC 25m Range Rules
Shooters
are to observe the following range rules.

All persons shall observe the additional standing orders posted at the
Range.

Annex
B - NSC 50m Range (ISSF) Rules
Shooters are to observe the following range rules.

Sixteen points, each 1.500m wide
All firing MUST be directly down range from within each firing point,
engaging the targets set within the same firing point.

machines provided.

Rubbish
All targets and other waste product must be cleared from the range and
if not taken off site, placed within the rubbish containers situated
within the 50m Range.

All persons shall observe the additional standing orders posted at the
Range.

Annex
C - NSC 50m Open Range Rules
Shooters are to observe the following range rules.

Targets

Only
approved paper targets may be used. Metal targets are prohibited except
when used with prior written approval and in accordance with the terms
and conditions stipulated in the relevant written approval.

| 3.2. |
Targets
must be placed at the designated target area and at the butt area and
be placed at a height that will allow the projectile to be retained
within the stop butt. No targets are to be placed in a position where
rounds will erode/damage the side walls & baffles and/or go
outside
of the safety template area. No targets or part thereof may be left on
the range after completion of firing. |

Target Frames
Wooden frames only are permitted.

Rubbish
All targets and other waste product must be cleared from the range and
if not taken off site, placed within the rubbish containers situated
within the 50m Range.

Annex
D - NSC Shotgun (ISSF) Range Rules
Shooters are to observe the following range rules.

Only firearm calibers as below listed may be used.
Shotgun
4 to 32 gauge.

Firing
Points
All firing MUST be from designated Trap (5 stations) or Skeet (8
stations) firing points.
|
| 3. |
Targets
| 3.1 |
Only clay targets
provided by SSA may be used. Users may not use other forms of targets
except with prior, approval of SSA.
|
| 3.2 |
The clay target
machines may only be set, adjusted or repaired by SSA staff.
|
| 3.3 |
Users may load
clay target machines, provided they do so in a safe manner.
|
| 3.4 |
A
Red flag must be displayed at the Trap or Skeet house/s whenever a
person in working on a machine; no firing is to take place when a Red
flag is displayed at a range. |
|
| 4. |
Rubbish
| 4.1 |
All spent
cartridges should be disposed off in the bins provided.
|
| 4.2 |
All
other waste product must be cleared from the range and if not taken off
site, placed within the rubbish containers situated within the Shotgun
range. |

| 5. |
Ammunition
Only 24 grams 7 ½ shot size and higher may be used.
|
Procedures for Requesting Use of The NSC
Units/ organisations other than SSA wishing to use the NSC are to apply
the procedures detailed in these standing orders.
Range Construction and Modification
No club, organisation or individual is to construct any new range,
and/or modify any existing range without the expressed, prior approval
of SSA and SSC, in accordance with the terms of the Lease Agreement. No
club, organisation, or individual is to store, or leave behind,
equipment and stores, in the premises, without the expressed, prior
approval of SSA.
Range Cleanliness
| 1. |
All
Users are to ensure that moveable range equipment; target frames and
targets are removed from the range and stored in the appropriate and
designated places. |
| 2. |
All spent cartridges
and rubbish are to be placed in the appropriate containers. |
| 3. |
All fans and lights
must be switched off after use. |
Flags
All users of the NSC must be familiar with the use of flags.
| 1. |
25m
& 50m ranges – Red flag must be displayed when the range or
chamber
is "Hot" (firing is taking place or about to take place). |
| 2. |
Shotgun
Ranges A & B – Red flag at Trap or Skeet houses means there are
persons working in the Trap/Skeet houses. No firing is to take place. |
| 3. |
Sporting Clays range -
| -
|
Red
flag at entrance (near clubhouse) means firing is taking place. No one
should enter the range except those with a valid permit |
| - |
White flag at
entrance (near clubhouse) denotes a threat of lightning. No one should
enter the range. |
|
Ear & Eye Protection
When shooting is in progress all persons on the Ranges must wear Ear
and Eye protection. It is the responsibility of the relevant Range
Conducting Officer to ensure that Ear & Eye protection is worn
and
applied correctly by all persons at the Range including any support
staff employed in the conduct of the shoot.
Fire Prevention
Fire prevention measures are to
be observed. Each building displays fire evacuation procedures. All
persons must make themselves familiar with the conditions on these
notices.
Safety
| 1. |
Loaded firearms must
always be pointed down range. |
| 2. |
Firearms
not in use must be unloaded and must be rendered inoperable or should
be stored in a secure container and not left unattended. |
| 3. |
No person shall exit a
range with a holstered handgun, unless given permission by the NSC
Manager for training purposes. |
| 4. |
No
person shall go forward of the firing line on any range while shooting
is in progress or firearms are being handled within the confines of
that range. |
| 5. |
The
confines of a range are all that area within barriers, which are
capable of containing a projectile within that area. Refer to separate
notices on ranges. |
| 6. |
No user may handle a
firearm while under the influence of alcohol or drugs. |
| 7. |
All
persons on a range must obey the instructions of the NSC Manager, NSC
staff or the Range Officer immediately and without dispute. |
Penalty
Breach of any of the rules and/or
Standing Orders shall result in disciplinary action including being
prohibited from the future use of the NSC facilities.
Medical Cover
It is the user-club's or organisation's responsibility to arrange
adequate medical cover, should the activity so demand. A medical kit is
located in the NSC office.
Users of the medical kit must complete an accident
report in the book within the accident kit.
Following an accident the procedure is:
1. cease firing
2. render first aid (facilities are available in
the club house)
3. if necessary, evacuate the injured to a medical
facility *
4. ensure the area in which the accident took
place is secure
5. ensure the firearm (if any) involved in the
accident is safe
Advise
NSC Manager and GM SSA of the accident. Any accident involving firearms
shall be reported to the Singapore Police and the SSC.
Nearest Medical Services
Hospital
The
nearest government hospital is the National University Hospital, about
20 minutes' drive away. Access is by the Ayer Rajah Expressway (AYE)...
Turn off at Exit 8 on to South Buona Vista Road and then to Lower Kent
Ridge Road.
Protective Wear
All persons are to observe the requirement for protective wear of the
respective ranges.
Target Areas
Targets must only be placed at
the designated butt stop area. Firing outside the area is strictly
forbidden other than with prior approval of the SSA.
Firearms and Ammunitions
Only approved
categories of firearms and ammunitions are allowed in this range.
Please check with the range office if in doubt.
Handling of Firearms
Loaded firearms must always point towards the target areas and
down-range.
A firearm must never be pointed at any person even
when not loaded.
Always treat a firearm as loaded.
When a firearm is not in use:
1· Magazine must be fully detached.
· It must be 'broken opened' and the cylinders
emptied (Revolver).
· Breech slide to lock in the rear position
showing the empty chamber where possible (Pistol).
· Pull the bolt to the rear (Rifle).
In
case of a misfire and the bullet is not removable, the shooter must
leave the firearm on the ground pointing down range and seek assistance
from the range office. Under no circumstances is the firearm involved
to be removed by the shooter from the site of the incident.
Upon hearing the "Cease Fire" command being issued
by a whistle or verbally, all shooting must cease immediately.
Anyone
conducting himself/herself in an unsafe manner (in the absolute opinion
of any SSA official) while shooting or whilst in the possession of a
firearm shall be subject to immediate expulsion from the range and
further appropriate action.
No person under the influence of alcohol or drugs
is permitted into the range.
Maintenance of firearms is confined only to the
shooting range rest area.
Housekeeping
All facilities such as tables, chairs, etc., are to be returned to
their original locations after use.
Unwanted items are to be disposed into appropriate
containers provided.
Offenders
will be liable to expulsion and/or other appropriate action.
Club Mentorship program:
This is made available to all members of SRA, keen to learn and advance
their shooting proficiency. They will be introduced a more experienced
member (Mentor), who will be in a position to aid and share his/her
knowledge in helping them improve. The mentor is a person you can turn
to with a question or when in doubt.
The Mentorship Program
is not a structured or regular shooting class. But instead, this
program aims to be a bridge to connect all members of the SRA, both new
and old.
